Texas Parks and Wildlife have their own WWW site for Enchanted Rock, which they have recently updated and improved. They link to me now, so I've got to be nicer.
ERSNA is open to the public practically all the time. However, you should be careful about a few things.
Certain weekdays in December and January the park is closed for controlled reduction of local wildlife (huntin'). These dates are listed on the TP&W ERSNA web site.
On nice weekend days, the park often becomes so crowded that they stop access until 5:00 [no, this is not a joke, it's a sign that we desperately need more public parks in central Texas, send some money to the Nature Conservancy].
Approximate ERSNA weather:
Camping: ERSNA provides facilities for primitive and far-from primitive tent camping. (NO RVs). The park is especially popular on weekends and it is usually necessary to make reservations (see above) for the less rigorous camp sites. Of course, on those magical winter nights when the temperature drops down into the upper 20's, you can have the place pretty much to yourself, but I'm not sure it was worth it.
If the park is full for camping, a bit farther afield, near Castell along the Llano River, the Cat Ranch provides camping facilities.
