Rules for Triple Meter (Gauldin, ch. 16)
1. Basic beat may be minim or semibreve. 188
2. When the basis beat is the minim (Gauldin's "slow" tempo), there are two types of measure groups:
a. "3/1" with 6 minim beats per measure in strong/weak alternation. Treatment of dissonance in 3/1 measure is same as in our usual duple or 4/2 measure -- the fifth minim is a strong beat, the sixth a weak beat. 188
b. "3/2" in the modern sense. Treatment of dissonance in 3/2 measure is new -- any beat can be treated as a strong beat -- this is the origin of the hemiola rhythm in baroque music, btw. 188 [I've seen many more examples of Gauldin's "fast" tempo -- see no. 3 below -- than of this "slow" 3/2 tempo -- BUT these fast sections are often notated in 3/2 time in modern editions, so beware.]
3. When the basic beat is the semibreve (Gauldin's "fast" tempo), the texture is usually familiar style. No semibreve passing tones, though -- only minims. Suspensions may occur on the second beat. 190 [In many editions, fast 3/1 sections are notated as 3/2 -- you can usually tell by the prevalent homophonic texture and very small number of dissonances.]
