The project will provide support to the Texas Council on Workforce and Economic Competitiveness (TCWEC)--our client--in carrying out its responsibilities for strategic planning and systems level evaluation for workforce development politicies and programs by:
Reviewing the conceptual and practical basis for the Nation's workforce development policies and programs and their role in an increasingly global economy and labor market;
Exploring current and proposed U.S. workforce development legislation and policies;
Examining workforce development inititatives--especially those in strategic planning and evaluation--in leading states, such as Indiana, Massachusetts, Michigan and Wisconsin;
Analyzing related welfare reform initiatives designed to move welfare recipients into resource councils in those states; and
Tracking and analyzing the likely impacts of workforce-related actions emergin from the upcoming Regular Session of the Texas Legislature which ends in May 1997.
The project will culminate in a formal report which will be presented to TCWEC--and shared with the Governor's Office, the Texas Legislature, the Texas Workforce Commission and other interested policymakers and administrators--in late May or early June 1997.
